Phil is a Machine Learning Engineer on the HydroForecast team at Upstream Tech. He brings expertise in weather, hydrology, forecast verification, and machine learning from previous roles at the Northwest River Forecast Center and Bonneville Power Administration. Phil holds a B.S. and M.S. in Meteorology from Iowa State University. He is based in Portland, OR where he can be found enjoying the rain and drinking good coffee.
